"Jack B. Quick"...is the character.

"Smalltown Stardom"...is the title.

No further details provided to avoid being tagged as a "spoiler"...but this story is from 1999, which way predates the Eureka episode.

And yes, it's a comic book, but so was Batman and Watchmen and V For Vendetta.

And no, it's not a perfect plot match, because Alan Moore didn't invent Eureka, but when I (just) read this particular story, this Eureka episode was the first thing I thought of. Why, it hit me like a ton of bricks!
