No. Hot Fuzz is based on a screenplay by director Edgar Wright and principal actor Simon Pegg.

"The fuzz" is a British slang term for the police.

Here's a few:

"Bugger" is a general expletive or is used to refer to someone negatively.

"Collar match the cuff" refers to the colour of someone's pubic hair being the same as the hair on their head.

"Jog on" means "Move on (or fuck off / get lost)."

"Piss Taker" refers to the term "Taking a piss" which means "Making a joke"

Sgt Nicholas Angel (Simon Pegg) accuses Simon Skinner (Timothy Dalton) of murdering Martin Blower (David Threlfall), Eve Draper (Lucy Punch), and George Merchant (Ron Cook) because they were working together to get land for the new bypass. If the bypass was accessible by road then it would be a good location for a retail park, which would make Skinner go out of business. He basically thinks Skinner killed them all because they were competition. He then accuses Skinner of killing Tim Messenger (Adam Buxton) because Messenger was a loose end who knew about the Blower/Draper/Merchant thing. Angel also accuses Skinner of killing Leslie Tiller (Anne Reid) because she was going to sell up to the land developers.
