which movie had this scene?

Hi,

I remember back in the early 80s when I was still a kid, there was a movie shown and I think it was on the Elvira TV show. My parents happened to stop on it, and the movie that was shown had a girl riding a bicycle and this car was chasing her, bumping the tire of the bike. Do any of you know which movie I am referring and if it was even shown on Elvira's show? I was about 9 or 10 maybe and have always wondered what the name of the movie was. Also, is the old series being shown anywhere anymore?
