I rented Decoy and this one night as a Robert Patrick double bill. What a complete waste. We've all seen bad movies and Decoy was bad in the way you've seen before, but Hong Kong 97's story had potential. Too bad they didn't do anything with it. Robert Patrick stars along side a bunch of other supporting actors (some b-movie regulars) and actresses that have seen better days in the typical gun-for-hire on the run / can't trust anyone routine.
I still remember when Hong Kong was going to revert powers. It was almost surreal. All Western-American assets were clearing out and the news was portraying it as the 90's version of the Berlin Wall. Of course this movie has none of that underlying paranoia or sense of uneasiness it's just a bunch of poorly filmed scenes helmed by Albert Pyun master of all things cheap and crappy. For fans of direct-to-video action this is pretty bad fare. For Robert Patrick fans it's a complete waste of time and even for those with low expectations and/or insomnia this is devoid of life.
