This incredibly silly post-apocalypse tale features wrestling star "Rowdy" Roddy Piper in his first top-billed film role as Sam Hell, seemingly the only fertile man left on Earth. A company named MedTech declares his sperm government property and gives him the mission to impregnate all the fertile females that are left. In particular, a group of fertile "passives" that have been captured by humanoid frog beings. With the help of butt-kicking babe Spangle (Sandahl Bergman) and her colleague Centinella (Cec Verrell), he assumes the role of unlikely hero.
If it weren't for an R rating (which is hard to understand - there's no overt sexuality (the women are kept clothed, for Gods' sake), profanity, or violence), I'd say this was much more for (older) kids. It's just monumentally silly from beginning to end. I do admit, it is good for some laughs, and "Rowdy" Roddy is engaging and well cast (his interplay with Bergman is a highlight).
The supporting cast is quite interesting: with both Bergman and the almighty B movie tough guy William Smith on hand, it's got two cast members from "Conan the Barbarian" right there. Veteran good ol' boy actor Rory Calhoun plays a grizzled friend of Pipers' named - get this - Looney Tunes - and character great Nicholas Worth is one of those hidden underneath one of the several frog masks.
The frog masks are actually pretty good, considering the low, low budget that this must have had. Good production design / art direction result in some decent sets.
If anyone watching wants to see the amiable, flamboyant star in a superior, more mature genre effort, John Carpenters' "They Live" is the film to see. However, "Hell Comes to Frogtown" (which, incredibly enough, begat some sequels) isn't without its cheesy charms. You'll just have to check your brain at the door before giving it a go.
