Actually, the most offensive smoker in this film is Blofeld (Charles Gray). He smokes in numerous scenes, including one scene in which he and his body double are both smoking! There is also a scene in which Tiffany Case (Jill St. John) is shown smoking in bed. All of that being said, this Bond film had less smoking than most of its predecessors, and James Bond himself never smoked at all! Using a standardized scoring system, this film received a smoking rating of 4 Butts (on a scale of 0-4 Butts).
