Velma Kelly was a famous vaudevillian in the 1920s. She had a sister called Veronica, whom she performed a double act with. Velma's husband, Charlie, travelled around with them. After a celebration went arwy she was arrested for the murder of them both. She ends up in the Cook County Prison and more famous than before, until Roxie comes along and steals the limelight.
