From the very beginnings of civilisation people used to believe that

weather can be changed by their actions. This reflected in various

ways ranging from virgin sacrifice to trying to vote certain political

leaders out of office. The beginning of STORM TRACKERS, 1999

thriller directed by Harris Done, suggests that weather could be

manipulated in more scientific manner. In 1992 team of US black

operatives led by General Roberts (played by Martin Sheen) is testing

a top secret device that could, at least theoretically, alter weather

patterns. But the experiment ends in disastrous failure that would

later be known as Hurricane Andrew. Seven years later Dr. Ron

Young (played by Luke Perry), young professor of meteorology,

develops his own miniature version of the device. Because of that

General Roberts invites him to join team of scientists operating in Los

Angeles. Young gradually realises that General's real aim is not to

find the method that could save nations from hurricanes, floods and

droughts. Instead, the real purpose of the program is to develop

perfect weapon of mass destruction. Young is disgusted and decides

to blow the whistle with the help of Andrea McIntyre (played by

Renee Estevez), Los Angeles TV reporter and his ex-girlfriend. In the

meantime, one of the experiments has gone terribly wrong and Los

Angeles is going to be hit by a devastating hurricane.

Despite few attempts to push a little bit of environmentalist and

pacifist agenda, STORM TRACKERS is in its essence formulaic low-

budget genre film. While the forces of nature are at least believable

(thanks to cheap but passable special effects) poor casting completely

destroys any suspension of disbelief. Luke Perry is simply not

convincing as scientific genius while Alexandra Powers in this film

couldn't be taken seriously as tough military pilot. Martin Sheen

delivers more credible performance in the role of film's main villain,

but that achievement, just like in many similar films, won't snatch

STORM TRACKERS from the jaws of Hollywood mediocrity.
